The rusty looking inner part with the two bolts is actually a hub that the pulley is pressed onto. I backed off the two bolts that are threaded into the drive pulley, heated the v belt pulley and alternately tapped the two bolts. Once the v belt pulley came off, the remainder of the parts slid off over the shaft key.
